David H. Morrison

David H. Morrison, who chairs the Podesta Group’s National Security and International Policy Practice, is one of the leading experts on military readiness and Department of Defense operations and support programs.  David came to the Podesta Group after serving as the Staff Director/Clerk of the House Appropriations Committee’s Defense Subcommittee.  As the Democratic staff member on the Appropriations Committee responsible for developing legislation to fund all U.S. military activities and national foreign and defense intelligence programs, he was the principal defense advisor to Defense Subcommittee Chairman Murtha and to Committee Chairman Obey.  He was also a key advisor to Speaker Pelosi on defense and intelligence matters. 

David began his federal government career in 1985 as a budget analyst with the Office of Management and Budget’s National Security Division.  In 1990, he became a professional staff member on the Senate Appropriations Committee’s Defense Subcommittee, where he oversaw all of DoD’s operation and maintenance programs, the Defense Health Program, and all working capital fund activities.  David later returned to OMB, where his career culminated there with his service as the Deputy Associate Director of OMB for National Security – the chief of the National Security Division and the President’s senior civil servant advisor on the defense budget.  He has received numerous awards for his work, including the Department of Defense Distinguished Service Medal.
